大阪府と大阪市が共同出資する財団法人「大阪国際平和センター」（ピースおおさか、大阪市中央区）が、いわゆる「南京大虐殺」の写真といわれながら信憑（しんぴょう）性が疑われるものや、著作権が確認できない写真を廃棄処分し、慰安婦に関する展示を取りやめるなどしたうえで、３０日に改装オープンすることが、関係者への取材で分かった。維新の府議や市議らから「自虐的」と批判されたことを受け、展示内容を精査した。

改装前の３つの展示ゾーンのうち、展示室Ｂ「１５年戦争（満州事変から第二次大戦まで）」には慰安婦に関する展示があったほか、日中戦争中に旧日本軍が行ったとされ、信憑性をめぐって議論が分かれている「南京大虐殺」のコーナーもあり、中国人の頭部とされる写真などが展示されていた。

改装後は旧日本軍の加害行為についての写真や資料のほか、慰安婦に関する展示を取りやめ、大阪空襲の被害に関する展示を中心に再構成。日清戦争から終戦までの約５０年の経緯を約１４分間の映像にまとめた。関係者によると、ナレーションで「日本軍による南京事件、重慶爆撃では多数の住民が犠牲となった」と説明。昭和１２年に中国人部隊が日本人居留民らを殺害した通州事件についても、新たに「通州などでは日本の軍人、居留民が犠牲となった」と触れた。

また、「南京大虐殺」のコーナーに展示されていた中国人の頭部とされる写真や、女性や子供を含む遺体の写真などは著作権の許諾処理がなされておらず、信憑性を疑う意見もある上、保管場所にも余裕がないため廃棄処分した。一方、府民から譲渡された資料は、改装後も常設・特別展で引き続き展示する。

ピースおおさかの「南京大虐殺」に関する展示をめぐっては、市民団体や府市議らから、当時のデータや証言を踏まえ、「大虐殺はなかったとする研究結果も出てきた」「旧日本軍を悪逆非道な存在と決めつけ、でっち上げや捏造（ねつぞう）がある」などと虚構性を訴える声が上がり、橋下徹前知事（現大阪市長）が展示のあり方について「府民の意思を反映すべきだ」と指摘。改装のため閉館していた。
