This test can be specifically planned for systems based on the likelihood of occurrence and potential water or steam quality risk. A risk assessment on the loss of utilities should be performed at the beginning of the project and documented. This should include the proposed testing to be performed or why testing does not need to be performed. The risk assessment should be approved by the system owner. The commissioning plan should include a strategy on how the system will be restored to service after loss of utilities, such as whether the system will need to be drained, flushed, sanitized, steam sanitized, or passivated, how it will be released for use, and who will release it for use.
